Michelle Hughes, owner of the leading long term rental agency in the area, said: "It is pathetic, there are too many dogs abandoned as it is and it is all you see over local sites. This will force even more dogs onto the streets being left to fend for themselves.
"I have no idea how this can be enforced but I expect it is another way of fining people and making money. The laws here are mad, holiday makers have no idea they cannot drive in flip flops and get fined and now animal lover will lose out."
